Comment # 5 on bug 1020327 from Fabian Vogt

My guess (only a guess so far, I'll install systemd 232 in a VM now) is that
kdm chooses vt8 because vt7 is unavailable, for the same reason plymouth did
not work. This reason is probably systemd-vconsole-setup taking longer than it
should (+ improper unit ordering?)
