I think you're mixing up kvm-and-xen and kvm-and-xen-grub-bls here.

On kvm-and-xen-grub-bls it uses sdbootutil and there's no
/boot/{vmlinuz,initrd} by design.

On kvm-and-xen there should be /boot/{vmlinuz,initrd} but due to bug 1230858
those are missing.

openQA uses the latter so closing as duplicate.
