Over the last several days, the functioning has been about 50/50.  Sometimes
works, sometimes not.  Due to the flakiness of Gigabyte USB 3.0 support, I will
be replacing the main board within a couple of weeks.  It is conceivable that
that will make the problem go away.  Consequently, if you want me to provide
some diagnostic information, requesting it sooner would be better.  I will be
using an Asus board from now on.  Of course, we will have some more information
whether it works or not.  It might make for two reasons to prefer Asus over
Gigabyte.  Anyhow, I will not be re-installing the Gigabyte, so I'd send it
freight collect to your US lab, if you want.
