It seems pgadmin4-web does not require apache2-mod_wsgi upon install, but /etc/apache2/conf.d/pgadmin4.conf does in fact rely on this apache module being present. This causes apache2 to fail to start. Running sudo zypper in apache2-mod_wsgi fixes it.
