@Per, could you please quick test the following - add

After=initrd.target

to initrd-switch-root.target and rebuild initrd. This should ensure
initrd-switch-root.target waits until initrd.target is stopped, which means
everything else which is ordered before it is stopped as well.

I cannot reproduce this on my system so cannot test.
