There are two kinds of notifications: persistent ones and not-persistent ones.
The latter ones just disappear after a while, that's no bug.

What kind of notifications do you mean in particular?
If you think they should stay, it's probably rather a "bug" in the application
that it sends non-persistent notifications.

In any case, better report it upstream.
