The component is fine. It's actually more an issue of the libzypp backend than
for download.opensuse.org. download.opensuse.org can hardly estimate the
quality of your local connection to a specific mirror. Currently
download.opensuse.org either redirects us to a single mirror or sends us a list
of local mirrors. In case a download is spread across multiple mirrors we
already monitor the speed and try to avoid/switch mirrors when they become
slow. But there are more thing we can do.

We're currently about to create an enhanced media backend which will be tuned
to speed up repo refresh and package downloads. We hope we can make a very
first preview available in a few of weeks. I close this request as a duplicate
of the tracker bug collecting which will be fixed or addressed by the new
backend.
