When bootstrapping a new node with salt-ssh, it fails when python-pyOpenSSL is not installed and the zypper-related states (e.g. pkg.installed/removed) fail when python-xml is missing. salt-ssh could detect the absence of those modules and (on *SUSE OSes) trigger a zypper -n install python-pyOpenSSL python-xml
