As our automated checker has noted[1], systemd units have a new unit state,
"maintenance". We need to adapt yast2-services-manager to classify this state
as basically-active or basically-inactive

"maintenance" means that the unit will automatically return to be "active"
after a while. (`systemctl clean` was invoked)
