I have fixed the widged initialization in yast2-ntp-client-3.1.23
(https://github.com/yast/yast-ntp-client/pull/53, will be in Leap 42.2).

Regarding to the missing /usr/sbin/start-ntpd: make sure the "ntp" package is
installed and nor broken (check with "rpm -V ntp", you should see only the
"/etc/ntp.conf" config file in the output, which is OK to be modified).

If you still miss /usr/sbin/start-ntpd file then open a separate bug, this
problem is not related to YaST.
