openSUSE Leap is a stable release series, meaning that if a package is not the
current one that is okay. We are considering version bumps for desired
functionality, security, and compatibility.

In contrast to that, openSUSE Tumbleweed is our rolling distribution. The
package was updated to 1.3.2 in Tumbleweed a while back:
