No because modalias() is done entirely through dependency generators hence
dependent on the current RPM session otherwise this issue wouldn't have
existed, this is the only way. You also can't print them to spec which would
get copied as it would get overridden by the automatically generated ones
anyway. That change doesn't affect old packages in any way.
