Screenshot of Tweak Tool. Note that the top-panel font is sans-serif instead of
serif, and the window-title font is serif instead of monospace.

## Overview

Setting window-title and interface fonts in Tweak Tool does not work correctly
(screenshot attached):

*   The interface font is also applied to the title bars.
*   The title bar font is not applied at all.
*   The font of Gnome Shell (top panel, app overview, etc) is not changed at
all.

This has accessability implications: some fonts (e.g. Comic Sans) are more
dyslexia-friendly than others, so it is important that the fonts can be
changed.

## Steps to reproduce

1.  Open Tweak Tool
2.  Go to "Fonts"
3.  Select visually distinct fonts for interface and title bars.

## Actual result

The font selections are not applied correctly.

## Expected result

Title bar font is applied to the title bars, interface font is also applied to
Gnome Shell.

## Build and hardware

USB/DVD install on 64bit laptop, updated to build 0251
