Sorry, but that doesn't make sense at all.

libKF5Kipi31_0_0 is already in KDE:Application, I even branch it from there for
my repo (home:wolfi323:branches:KDE:Frameworks5):
https://build.opensuse.org/package/binaries/KDE:Applications/libkipi?repository=openSUSE_Factory_standard

And without it being in there in the first place, spectacle could not even
require it.

If I open the repo URL in a browser, I see it there too:
http://download.opensuse.org/repositories/KDE:/Applications/openSUSE_Factory_standard/x86_64/
So the problem is not that it didn't get published for some reason either.

Did you add the repo to your repo list, or are you downloading/installing the
spectacle package manually?
Check that Autorefresh is enabled for the repo, or run "sudo zypper ref" first.
What exact error message do you get when trying to install spectacle? Maybe
it's actually a conflict with some other package you already have installed?
Try to do a full switch to KDE:Applications instead.
