cmake needs to be shared between SLE and Leap due to the combined packages
being built with it, the decision was made not to update it for the 15.1 cycle,
given that SLE 15 SP1 is at RC stage its not something we will change now. If
your facing specific bugs that have been fixed in a later version of cmake open
separate bug reports for them and I can atleast attempt to backport them to the
Leap version.

Alternatively we tend to try not to break the version in the devel repo (link
below) so you should be able to use that, I've asked someone to enable building
for Leap 15.1
