I cannot confirm this here on my 13.2 system.
The icons show up fine on Konqueror's opening page, and that file does exist:
rpm -qf /usr/share/icons/oxygen/48x48/status/user-trash-full.png 
oxygen-icon-theme-14.12.1-2.8.1.noarch

Do you have that installed? You should, as this is required by
kdebase4-runtime.

Maybe try to reinstall it.
