Same here. The cookie copy in /tmp survived ~78 hours with timer active and /etc/tmpfiles.d/tmp.conf deleted. So it looks like this config file left over from older version of systemd causes the problem. What is unclear, though, is why it was left there on package update (I'm quite sure I didn't touch it myself).
