This scroll-bar appeared when I open any PO file, I suppose it would disappear when enlarging poedit's window, but it doesn't. I have repoted the bug to upstream[1]. This problem doesn't exist in Fedora, so maybe this is a packeging issue. [1]:https://github.com/vslavik/poedit/issues/474
