When using the OpenStack Leap15 image from https://download.opensuse.org/repositories/Cloud:/Images:/Leap_15.0/images/ , the root partition resize (via growpart in cloud-init) only extends the root-fs to 1 GB. The kiwi description seems to miss a size attribute.
