Unfortunately it seems you overlooked what was described as problem in the initial description: https://bugzilla.opensuse.org/show_bug.cgi?id=1063638#c0 states that the priority as configured in /etc/sysconfig/btrfsmaintenance is not regarded in the triggered maintenance jobs. I could easily check this on my up-to-date openSUSE Leap 15.1 system by calling sudo sh -x /usr/share/btrfsmaintenance/btrfs-balance.sh and observing that the maintenance jobs are started without any nice level and the system responsiveness is impacted. Seeing that the bash script has not been changed to regard e.g. "idle" priority this is understandable. It feels that the changes you have applied actually help to prevent a critical performance degradation so an improvement *is* noticeable but the original problem is still present, at least partially hence reopening.
