Comment # 4 on bug 964725 from Tom���� Chv��tal

This seems like some bug in kscreen and upstream KDE. Might be good to ask
kscreen developers about what is going on.

Also as a workaround you can specify the layout of the screens in
/etc/X11/xorg.conf.d/ which should mitigate your problem.
