fping which is a ping command aimed at scripting, is installed to /usr/sbin/. This means it needs root permissions to run. Given that it's use case is in scripting, it is likely that non root users will need to execute it. My suggestion is to install fping into /usr/bin alongside the ping command. As a work-around, I have to run sudo chmod 4755 /usr/sbin/fping whenever an update resets the permissions.
