In the rebuild scenario, in particular Leap 15.1, Ludwig expressed his
preference for not having to make changes to packages that do not currently
build with successfully with ffmpeg 4. I think to some degree he means not
having to go through the hassle of making code changes to SLE 15 inherited
packages. Given the above, how would this be put into some configuration?
