This change in behaviour is known and intentional, see bug 1110914 and the
upstream discussion at
https://github.com/rpm-software-management/createrepo_c/issues/104.

All packages in TW were AFAIK already fixed to deal with that.

Now, it's debatable whether this is a good change, but apparently with
"--error-exit-val" it can be made to exit with an error instead of skipping
them silently.
