My point is the openSUSE:Factory will be SLE16 at one point, so we should not remove functionality required for SLES. Factory is supposed to be a testbed for SLES, so we should diverge as little as possible. That doesn't mean we should not remove broken things. It's just that we need to make sure that we don't remove things that are required by the SLES customers. (Of course it's also ok to offer them a better way to do what they want.) As for DISABLE_RESTART_ON_UPDATE, my impression was that this functionality is required by our sles customers.
