This is fixed via commit 4fa9dabcffc8e16601307d3d56b58c68d9716ba4 (ideapad_laptop: Lenovo G50-30 fix rfkill reports wireless blocked) I've applied it to the 13.2 and stable branches. master already has it. 13.1 doesn't implement the rfkill blacklist at all. If there are users wanting to use 13.1 on that hardware, we can backport all of them.
