I don't think this is a Tumbleweed problem either.
The packages in Tumbleweed are built against Tumbleweed of course.

Upto now it was possible on Leap 42.1 to use KDE:Frameworks5 without KDE:Qt5
because both contained Qt 5.5.1, but this has changed recently.

KDE:Qt5 had Qt 5.6.0 now, and KDE:Frameworks5 is built against that, so you
need both now.
That's on purpose.

And I would be inclined to close this as INVALID therefore.

I suppose the wiki page should be updated though.
