well, I would say it is not installer fault that it stop working. We do not directly require those packages, especially if no bootloader is selected. What installer did in that case is basically nothing, just install other packages. If it is needed to have tools-scriptlets installed in that case it should be manually selected as installer cannot know what is needed in case no bootloader is required. Lets just reassign to Martin Wilck to double check that the change caused by adding sdbootutil-rpm-scriptlets are intentional.
