The plan behind this change was to get rid of the openblas dependency for
Leap/SLE for the non-HPC variant so that that numpy did not pull in openblas
for architectures which we do not want to support it on. The HPC variant of
numpy still uses openblas. The expectation was that the non-HPC variant of
numpy would only be used by other packages which happen require numpy. For TW
this could easily be changed, however, SLE and Leap can only be changed
together.
