This looks indeed like a dup of bsc#1175320, where the reporter, like myself, was using --no-recommends by default during update, and pulled in the missing "modularized" packages afterwards. Somehow the information about which qemu modules are installed doesn't seem to make it to libvirtd if these modules are installed later.
