Meanwhile it does work ... but the notifier shows

  /suse/werner> systemctl --user stop usbguard-notifier.service
  /suse/werner> systemctl --user start usbguard-notifier.service
  /suse/werner> usbguard-notifier-cli
  Error: file /tmp/usbguard-notifier/werner doesnt exist.
  /suse/werner> systemctl --user restart usbguard-notifier.service
  /suse/werner> usbguard-notifier-cli
  Error: file /tmp/usbguard-notifier/werner doesnt exist.

Also this command client is a poor replacement for the applet within the
(lx)panel of (xfce4)panel
