Mea culpa. In case 1) I expected that bar still exists after the 1st refresh
and was not newly created:

> zypper ar obs://KDE:Frameworks5/openSUSE_Factory bar
> zypper ref bar

> zypper mr -d bar
> rm -rf /var/cache/zypp/raw/bar
> zypper --plus-content asdf in qwert

In this case it should stay disabled. 


It's a bug in the type probing code (upon the very first refresh)...
