Recent update "openSUSE-2015-655 - Security update for polkit" had update
polkit to 0.113-3.8.1
But after update to this version, users can't modify network connection, can't
enable/disable wifi, and can't change personal network settings

Reproducible: Always

Steps to Reproduce:
1.update to polkit-0.113-3.8.1, then re-login KDE
2.click wifi icon in systray to change to another available connection
3.a popup will show "Failed to add connection"
"Not authorized to control networking"
4.disable wifi will prompt to enter root password:
"System policy prevents enabling or disabling WiFi devices"
5.try to modify network setting will
"System policy prevents modification of personal network settings"
Actual Results:  
users need root password to control network

Expected Results:  
users should control network without root password
