AFAICT all that unbound-control does is telling the server to update its
internal state at runtime, or to print some information. It needs read access
to the server configuration files, but I don't think it will ever issue writes.

It looks that write access to the config files is a SUSE specific setting
currently and other distributions don't do this.

Do you carry patches that make that necessary?
