The podman CNI network exists on a default installation of podman, just not on
JeOS

JeOS does not install recommends

That means HeOS users will need to configure podman CNI mor install the
cni-config package manually

Given the change Sascha proposes will destroy all podman interoperability with
k8s I would strongly advocate against doing anything in the podman package to
address this bug and instead suggest the openQA Test be corrected.

Recommends exist to make users lives easier for optional packages

The CNI config is optional for good reason

Users need to do more on JeOS, the rest should reflect that
