Done in Tumbleweed and 15.2 now (together with the update to 3.2.0):

There is a new package "calligra-extras-filemanagertemplates" now, that
contains these templates for kio's "Create New" menu, and doesn't depend on
calligra itself. It supplements kio, so should actually get installed
automatically too.

I don't intend to submit an update for Leap 15.1, but it is of course available
in KDE:Extra as well (since a little over a week already).
