I do, too. 
In the meantime, I got ubuntu-14.04.3-desktop-amd64 installed on a USB key
attached to the laptop and I installed the Dell Ubuntu packages from here
http://www.dell.com/support/home/uk/en/ukbsdt1/Drivers/DriversDetails?driverId=VW84F&fileId=3458728014&osCode=UB14A&productCode=precision-m3800-workstation&languageCode=EN&categoryId=CS 

With those packages installed, I can switch wifi on/off on Ubuntu. Without the
packages, Ubuntu doesn't react to Fn+PrintScreen either.

If you give me a hint what I'm looking for, I can try to figure out what's
different in the Dell packages.

I'll attach dmesg and hwinfo output (those are with the wifi now switched ON,
if you also want them with wifi OFF just let me know).
