It's working fine with current Factory. The URL http://doc.opensuse.org/release-notes/x86_64/openSUSE/13.2/RELEASE-NOTES.en_US.rtf is returning 404 now, which I guess it means we fall back to local release notes on the media. My guess is that when Lukas tested it, the url was actually returning the activedoc page (most likely a redirection to it). Karl, do you know what is the good and expected location for the rtf version of the release notes nowadays? Depending on the reply to that question, this needs to be fixed in YaST or server-side.
