Why are you reporting this in *openSUSE*'s bugzilla then? ;-)

Anyway, kstars 2.7.10 is in fact the latest version as part of the official
"KDE Applications" releases.

2.8.x are taken from git master it seems, and will be part of KDE Applications
17.12, to be released in December.
