You're right.
kate4-parts only exists in Tumbleweed, as kate itself is KF5 based there and
its KPart cannot be used by KDE4 applications.
kdevelop4 should therefore only require kate4-parts in Tumbleweed.

I wonder why this "Requires: kate4-parts" is necessary at all though.
kate4-parts does provide libktexteditor (which is provided by kate in 13.1 and
13.2 instead), so the "Requires: libktexteditor" should be sufficient anyway.
