I am using the systemsmanagement:saltstack package in the SLE11 machines. I
started using saltstack in production a couple of weeks ago, and before we were
having these conversations I had no idea what was wrong on my machines (it was
low priority for me at that point to investigate what was wrong)

Highly appreciated

sle11sp3 doesn't have /etc/os-release. This is the output of a SLE11SP4
machine:

    NAME="SLES"
    VERSION="11.4"
    VERSION_ID="11.4"
    PRETTY_NAME="SUSE Linux Enterprise Server 11 SP4"
    ID="sles"
    ANSI_COLOR="0;32"
    CPE_NAME="cpe:/o:suse:sles:11:4"

It was an honest mistake that I didn't provide it before, I was perfectly sure
that both sle11sp3 and sle11sp4 don't have /etc/os-release, but apparently I
was wrong

Ping me on IRC please, I suppose we can sort it out somehow
