Difficult... Not sure how much your kernel config differs from ours, but you quickly get hundreds of lines of diff, if you take an older/newer one. I guess you could try to apply your kernel config on our kernel, but you would probably adjust some options. Or try to identify difference related to network/netlink/irqproc/puh.... If Chang does not have an idea from his latest netlink/kernel works like: "Yeah there recently was a bug in netlink stack, make sure to at least have version 6.x or make sure you disable option xy..." I fear we cannot help you much. I am in the process of cleaning up my bugs and would like to close this one invalid. Feel free to still comment if you find something. You may even re-open if this is really related to irqbalance, but it seems as if it is not. Good luck!
