Could you check whether the behaviour is the same with the kernel from: https://build.opensuse.org/project/monitor/Kernel:openSUSE-15.0 ? It has preemption completely disabled. And from here: https://build.opensuse.org/project/monitor/home:tiwai:kernel:4.9 It is the last one to have full preemption enabled.
