Since this bug report was never closed, I'll continue here instead of opening a new one. In Leap 15.3 wine 6.0 requires wine-mono 5.1.1 unfortunately in the non-oss repository is available wine-mono 6.1.1 which is useless. When I checked during 15.3 Beta the version of wine-mono available was the correct one. Apparently at some point it was updated to the wrong one.
