Why: UsrMerge (no more /etc and %config(noreplace)
Why /usr/share and not /usr/etc: Because dbus already has a /usr directory. And
most dbus configs are now installed to /usr/share/dbus-1/system.d (as set by
dbus authors not SUSE)(visible on all TW systems). /usr/etc is for programs
which get patched by SUSE for UsrMerge support because they didn't support a
directory under /usr and only supported /etc.
