.... this looks more like a problem in the installation system.  Maybe the file
/usr/lib/udev/rules.d/99-systemd.rules is missed in the installation system
and/or the line:

  SUBSYSTEM=="tty",
KERNEL=="tty[a-zA-Z]*|hvc*|xvc*|hvsi*|ttysclp*|sclp_line*|3270/tty*",
TAG+="systemd"

does miss `hvc*|'
