Not LiveCD related. This happens when you don't use btrfs during installation (but add a btrfs file system later, for example). While it shows a popup saying "No snapper configurations exist. You have to create one or more configurations to use yast2-snapper." the next thing the user sees is the mentioned error popup. Tracking in YaST Scrum board.
