This KDE bug report claims that this is an inherent limitation of X11: https://bugs.kde.org/show_bug.cgi?id=377272 Wayland will allow for this but full support is still a while away. For now the only workaround available is scaling the resolution of the other monitor to match, which is not ideal: https://wiki.archlinux.org/index.php/HiDPI#Side_display
