qgis-3.40.0 build failure in opencl-cpp-headers

The opencl-headers Package provides the version 2024.05.08, while
opencl-cpp-headers provides version 2024.10.24.

This mismatch results in build failures for QGIS, since the C++ headers try to
use types and defines that are not
present in the 2024.05.08 release of the opencl-headers (see attached build
log).

As opencl-headers seems to be a SLE package, where must the SR be sent to
update the openSUSE:Factory package?
