I made an experiment to see if the reason for bad performance in TW is the kernel. I booted a Fedora-openSUSE hybrid, kernel kernel-5.0.0-0.rc4.git3.1.fc30 with the latest TW snapshot but I couldn't see a significant improvement in performance. I used this commandline: splash=silent pcie_aspm=force scsi_mod.use_blk_mq=1 elevator=mq-deadline spec_store_bypass_disable=off spectre_v2=retpoline l1tf=off spectre_v2_user=off workqueue.power_efficient=1 quiet loglevel=3 rd.systemd.show_status=auto rd.udev.log_priority=3 showopts The kernel has nothing to do with this issue, it seems.
